Is there a way/place to purchase Insight Planner online and receive the license electronically.

Normally the license was sent to you via EMail after the purchase at the Insight Shop.

It appears they now send a scratchcard by snail mail and charge ~$8 for shipping.  I didn't complete the purchase because of the shipping charge so I don't know if email becomes an option.

There are some technical issues with the store that need to be worked through.  The Insight Planner will be available again sometime in June.
