Satellite imagery problem

I created satellite imagery map from historical map scans - Volga river before flooding. As it is 1:250 000, range is 8-512. But got strange effect - photo overlay visibility depends on shaded relief turned on or off. All works fine if shaded turned on. But if it off, I can see all tiles on scales > 5 km, and on  scales 5 km or less some tiles near map boundary become invisible.
What can I do to avoid this problem?

The tiles on the extents become entirely invisible or partially invisible?

I never summarized the work around on this.

Issue was that when enabling a photo layer as full and disabling the shaded relief layer, the recognized extents for the photo layer come exclusively from the vector layer.

With a vector layer that was partially overlapping the photo layer, only the section where vector was created was rendered.

Work around for this issue:
* Create a vector layer (visible or not) to force extents
* Convert the photo layer into a shaded relief layer
